Job Description:
The Business Officer performs complex professional and responsible financial administrative work managing the Sheriff's Office Budget and expenditures. This position oversees all financial functions of the Sheriff's office including but not limited to budgets, grants, state compensation, federal compensation, payroll, procurement, finance, asset forfeitures, audits, contracts, maintenance contracts, prison reporting, Social Security Administration filing, RSP (Request for Proposal/Bids), and donations.

Essential Function:
Reviews and analyzes current and proposed budgeted expenditures and budget preparation for the Sheriff's Office.
Completes monthly expenditure report/spreadsheets.
Supervision of budget, purchasing, accounts payable, and accounts receiving.
Prepares grant submissions and monitors, tracks, and reports on awarded Federal and State grants.
Maintains responsibility for quarterly and annual tracking and audits on asset forfeiture funds and serves as primary point of contact for Sheriff's Office state, county and federal audit processes.
Works with Sheriff, Chief Deputy, Executive assistant to the Sheriff, and Division Commanders sharing information, answering questions, and providing guidance concerning the financial needs of the Sheriff's Office.
Primary point of contact with the County Finance Department for all budgetary/financial matters affecting the Sheriff's Office, including balancing the Detention Center Inmate Trust Account.
Maintain files for expenditure reports, purchase orders, bids, approved budgets, invoices, p-card statements, etc.

Knowledge, Skills & Abilities:
Thorough knowledge of the theories, principles, practices and techniques of municipal accounting, finance and budgeting.
General knowledge of the state laws and local ordinances applicable to budget preparation, approval and administration.
General knowledge of the functions and operations of County organizations.
General knowledge of research techniques, methods and procedures.
Ability to maintain accurate records, compile data, and prepare reports.
Ability to analyze and develop budget estimates.
Ability to communicate effectively orally and in writing.
Ability to conduct detailed research and prepare reports and findings.

Physical Requirements:
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires walking, using hands to finger, handle or feel, stooping, kneeling, crouching or crawling and reaching with hands and arms, frequently requires standing, climbing or balancing, pushing or pulling, lifting and repetitive motions and occasionally requires sitting, speaking or hearing and tasting or smelling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm's length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires working near moving mechanical parts and exposure to outdoor weather conditions and occasionally requires working in high, precarious places, exposure to fumes or airborne particles, exposure to the risk of electrical shock, wearing a self-contained breathing apparatus and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).

Education & Experience:
Graduation from an accredited four-year college or university with major course work in accounting and moderate experience in accounting is preferred, but not required. A combination of equivalent education and work experience will also be considered.

SPECIAL REQUIREMENTS:
Must attend any mandated traning required by the Cleveland County Sheriff's Office.
